De nombreuses mesures sont annonc\u00e9es pour permettre \u00e0 la France de combler son retard mais aucune n&rsquo;est chiffr\u00e9e ni financ\u00e9e.<\/strong><\/p>\n<p class=\"spip\">Le projet de loi d&rsquo;orientation et de programmation de l&rsquo;\u00e9cole int\u00e8gre tout un volet d\u00e9di\u00e9 au d\u00e9veloppement du num\u00e9rique dans l&rsquo;enseignement. Vincent Peillon en a d\u00e9voil\u00e9 la d\u00e9clinaison jeudi 13 d\u00e9cembre en pr\u00e9sentant sa \u00ab strat\u00e9gie globale \u00bb pour la p\u00e9riode 2013-2017 afin de \u00ab faire entrer l&rsquo;\u00e9cole dans l&rsquo;\u00e8re du num\u00e9rique \u00bb. Le constat du ministre est simple, et d\u00e9j\u00e0 connu d&rsquo;ailleurs,<strong class=\"spip\"> l&rsquo;\u00e9cole fran\u00e7aise est mal lotie<\/strong>. Sa situation pourrait se r\u00e9sumer \u00e0 ce seul chiffre issu des donn\u00e9es de l&rsquo;OCDE : <strong class=\"spip\">elle est 24e sur 27 pour l&rsquo;utilisation du num\u00e9rique dans l&rsquo;\u00e9ducation selon l&rsquo;\u00e9tude Pisa.<\/strong> Un retard qui se traduit aussi bien en termes d&rsquo;\u00e9quipement, de raccordement au r\u00e9seau, d&rsquo;\u00e9dition de contenus, de formation professionnelle, de pratiques.<\/p>\n<h3 class=\"spip\" id=\"outil_sommaire_0\"><a title=\"Sommaire\" href=\"http:\/\/86.snuipp.fr\/spip.php?page=backend&#038;id_rubrique=#outil_sommaire\" class=\"sommaire_ancre\"> <\/a>Des premi\u00e8res mesures en 2013<\/h3>\n<p class=\"spip\">Des services num\u00e9riques pour \u00e9l\u00e8ves, parents et professeurs, seront mis en place entre 2013 et 2017 : contenus pour apprendre l&rsquo;anglais en primaire, sujets d&rsquo;examens et corrections en ligne, d\u00e9marches administratives d\u00e9mat\u00e9rialis\u00e9es, \u00ab\u00a0campus num\u00e9rique\u00a0\u00bb et r\u00e9seau social pour les enseignants, site web avec infos sur la vie scolaire dans les \u00e9coles, espaces num\u00e9riques de travail, renforcement de la formation au C2I2E&#8230; A ce catalogue de mesures annonc\u00e9es s&rsquo;ajoute un calendrier. Le minist\u00e8re cr\u00e9e un comit\u00e9 strat\u00e9gique et un conseil du num\u00e9rique \u00e9ducatif. Il lancera en janvier une concertation avec les collectivit\u00e9s et esp\u00e8re \u00e0 la rentr\u00e9e 2013 mettre en place les premiers outils num\u00e9riques de son plan*.<\/p>\n<h3 class=\"spip\" id=\"outil_sommaire_1\"><a title=\"Sommaire\" href=\"http:\/\/86.snuipp.fr\/spip.php?page=backend&#038;id_rubrique=#outil_sommaire\" class=\"sommaire_ancre\"> <\/a>Un plan non chiffr\u00e9, non financ\u00e9<\/h3>\n<p class=\"spip\">Le probl\u00e8me est qu&rsquo;aucune des mesures annonc\u00e9es n&rsquo;est aujourd&rsquo;hui chiffr\u00e9e, ni a fortiori financ\u00e9e. Le seul budget qui avait \u00e9t\u00e9 pr\u00e9vu suite au plan Hollande \u00e9tait une enveloppe de 10 M\u20ac en 2013 pour le d\u00e9veloppement de contenus num\u00e9riques notamment avec le CNED. Pour le reste on aura compris que minist\u00e8re entend solliciter les collectivit\u00e9s territoriales, la Caisse des d\u00e9p\u00f4ts et consignations, le Feder (Fonds europ\u00e9en de d\u00e9veloppement r\u00e9gional) ainsi que l&rsquo;Union des groupements d&rsquo;achat public. N\u00e9gociations \u00e0 suivre donc.<\/p>\n<p class=\"spip\"><strong class=\"spip\">* Les mesures annonc\u00e9es pour le primaire en 2013<\/strong> : En janvier : mise en place d&rsquo;un dispositif d&rsquo;apprentissage de la lecture pour les parents d&rsquo;\u00e9l\u00e8ves de CP et les jeunes enseignants, accessible sur education.gouv.fr et cndp.fr Au printemps 2013 : proposition d&rsquo;une offre globale d&rsquo;\u00e9quipement et de maintenance avec un appui de l&rsquo;\u00c9tat aux collectivit\u00e9s. Septembre 2013 : offre de services en ligne pour l&rsquo;apprentissage de l&rsquo;anglais, \u00ab\u00a0School for kids\u00a0\u00bb, avec une d\u00e9clinaison pour les enfants et une autre pour les profs. Collection de ressources num\u00e9riques et de films d&rsquo;animation p\u00e9dagogiques en ligne sur les points cl\u00e9s du programme (r\u00e8gle de trois ou division en maths, accords en fran\u00e7ais&#8230;) Rentr\u00e9e 2014 : mise en service d&rsquo;un r\u00e9seau social pour les profs, o\u00f9 ils pourront \u00e9changer et construire ensemble des contenus p\u00e9dagogiques.
